Quick overview & important information, Belola School project
Project Managers: SiW will be the in-country overseers of the Belola project and will do so by contracting Agostino, an experienced schools, Project Manager.
Partners to the project: Balibo House Trust, Rotary and Spend it Well.
Our respective responsibilities are: Rotary to provide; 50 % of construction funds, 100% of fit-out and first years consumables.
BHT & SiW: to provide 50% of construction cost plus project management, government and local community negotiations, including obtaining land from community, etc.
Builder – Julie Sandobe Julie’s company is based in Maliana, a city about 24 Km. from Balibo. His company was chosen on recommendation of the Bobonaro District’s, Education authorities, after other builders quotes/ negotiations, all failed due to higher prices and budget restraint.
Project construction, timing: Contracts signed, site-occupation, construction period; approximately 5 months, school to be finished by September / October 2018. [timing is critical due to dry-season having begun and all construction must be finished prior to rain-season in November] School Capacity: 3 class-rooms, one for kindergarten, one each for prep-years 1&2 = 120 children [with plenty of land to extend in future to full prep-school] A$102,000 – School budget, including construction, architects, project management, travel, professional advice & contingency; $102,000 [Rotary to contribute with $52,000 of this. [still 50% , we have to account for 2.5% cost/fee on funds movements through our RAWCS account] A$10,000 – Fit-out budget, includes; desks, chairs, office furniture, crockery and cutlery. PLUS 1st. years consumables & shipping to Timor Leste.
NOTE: We are hoping that most of the fit-out will come from Rotary’s ‘Donations in Kind’. The $10,000 is mostly for shipping & transport to Belola.
Ownership: The school and all its fit-out and consumables, will belong to the Timor Leste Dept. of Education
Operational: The school will be run by the Timor Leste Dept. of Education and all expenses and salaries will be paid by the Timor Leste Dept. of Edu.
Funds: Rotary is aiming at supplying 50% of construction budget, plus 100% of furniture and 1st. years consumables. SIW and BHT will supply the balance
Rotary Funds available: A$62,000, including $18,000 already in the RAWCS bank account and commitments received from;
